Some clothing can be found in your Closet by default (for free), while other pieces must be unlocked before you could use them. While each survivor comes with their own default clothing, the game also offers 136 outfits and 85 hats in case you want to change it, available in the Closet. The clothing is purely cosmetic, meaning it doesn't matter what clothing your survivor is wearing, they won't receive any benefits for wearing them.
